The decision to out-source scoring is important to district administrators who must guarantee results whose integrity and validity cannot be questioned; this will ensure that the rights of all affected parties, staff and students, are protected. Premier offers traditional paper-and-pencil and electronic scoring of the following NYS tests*:

Leader Orientation and Training for SY2018 NYS Tests

ELA: Leader orientation and training is scheduled for Friday, April 13, 2018.
Mathematics: Leader orientation and training is scheduled for Friday, May 4, 2018.
NYSESLAT: Training and scoring is scheduled for Tuesday, May 22, 2018.
Science: Leader orientation and training is scheduled for Friday, June 8, 2018.
Regents Exams:

Training and scoring of Global History & Geography Regents is scheduled for Wednesday, June 6, 2018. All other Regents training and scoring is scheduled to start Wednesday, June 13, 2018.

Scoring Sessions

BethAnne Hutchinson

President and Chief Operating Officer

BethAnne has provided New York State Test scoring services to public school districts and charter schools in the Capital District and throughout the State for more than 10 years. She has managed and provided professional oversight in the scoring of NYS tests for urban, suburban and rural school districts. She has earned a reputation for adherence to high standards, responsiveness to client concerns, and professionalism. BethAnne has 20 years’ experience in education data base management, curriculum development, data analysis, and assessment services. She is a 1982 graduate of Potsdam College with experience in the Biotech and Insurance industries. She has earned a B.A. in Biology, 7-12 Secondary Science Teaching Certification, and M.S. in Educational Psychology & Methodology.

David M. Abrams

Managing Consultant – Assessment System Design, Implementation & Analysis

David M. Abrams is a former English teacher, school district administrator, and Assistant Commissioner for the New York State Education Department. He is currently working as a consultant to Premier Assessment Services providing assistance in the areas of: testing policy, design and implementation; accountability and evaluation systems; and data-driven instruction.

Mr. Abrams was appointed Assistant Commissioner for Standards, Assessment, and Reporting in February 2004. He managed programs that designed, implemented, and certified the New York State Testing Program and its data collection processes. As Assistant Commissioner, Mr. Abrams worked with the Commissioner, the Deputy Commissioner, and the Board of Regents in formulating and implementing assessment policy and school reform efforts. During his tenure at NYSED, Mr. Abrams was also appointed to the first United States Education Department’s Technical Advisory Committee; this group was formed to help advise the Department on technical issues and their impact on assessment and accountability systems design. Mr. Abrams was also appointed to the Council of Chief State School Officers (CCSSO)/National Assessment Governing Board (NAGB) and the National Assessment of Educational Progress (NAEP) Policy Task Force which advised CCSSO and NAGB leaders on policy issues tied to NAEP.

Mr. Abrams earned a Bachelor of Arts degree in English and history from the University of Delaware, a Masters of Arts degree in English from the College of Saint Rose, and a Masters of Science degree in Educational Administration and Policy Studies from the State University at Albany. He was inducted into Sigma Tau Delta, the English National Honor Society, and Phi Delta Kappa International. He has presented at conferences on curriculum, instruction, and assessment

Valerie Jennings

Vice President & Chief Financial Officer

Valerie brings more than 10 years office management experience in the assessment scoring arena to Premier, where she oversees all office protocols and procedures. Valerie is the primary point of contact for the management of test scoring sessions, transportation services, customer service, and billing. Valerie keeps the process moving with a focus on quality.

Ryan Hutchinson

Recruitment and Operations

Ryan is the point of contact for scorer recruitment and registration. He maintains the scorer database from year to year and keeps the lines of communication open between the Premier staff and our scorers. Ryan trains and oversees the clerk staff during scoring sessions. He assists the technology crew during the site installation and scoring system training.

Linda Tedford

Scoring Site Manager

Linda has nearly 10 years of experience as a NYS Test scoring site manager. Her knowledge of leader and scorer training, NYSED guidelines and protocols, and administrative oversight makes her a valuable member of the Premier management team. She has a strong mathematics and science background and is experienced in Common Core Learning Standards; providing her with insight to guide and support teachers throughout the scoring process. Linda is a NYS certified mathematics teacher.

Premier and OSC World

The partnership between Premier and OSC World provides our clients with more than 16 years of collective scoring management experience. OSC World, the creators of the EASE suite of education software applications, has overseen regional scoring and full-service scoring sites utilizing electronic and mixed mode scoring models (electronic entry of scores from paper rather than from scanned images) throughout New York State. In addition, OSC World’s Regents Scanning Solution has provided scores to Regional Information Centers and BOCES on more than three million Regents exam answer sheets.
Through our partnership, Premier now offers not only traditional paper-and- pencil scoring of NYS Tests, but also electronic and mixed mode options. Beginning in 2017, we will also offer CBT scoring.

Our Leaders

Premier leaders are selected based upon their scoring experience and leadership qualities. All have extensive scoring experience with local and/or national testing companies. They have a thorough understanding and experience with the Common Core Learning Standards, new State scoring rubrics, and have received professional training on the new Common Core assessments.

Our Scoring Professionals

In accordance with NY State assessment scoring guidelines, all Premier scoring professionals are certified and experienced in holistic rubric scoring. Many are recently retired and others are currently teaching or are seeking employment. All receive extensive training from experienced leaders using State assessment scoring and practice guides, and are checked daily through the use of Consistency Assurance Sets and leader read-behinds. Monitoring of scores for inter-rater reliability is a top priority. Any scorer who fails to maintain the required level of consistency will be deemed ineligible to score for Premier.

Who is Eligible to Score?

All duly certified teachers, whether they be retired, working, or currently not working, may apply to become a Premier scorer. A Premier representative will review each applicant's credentials and experience to determine eligibility and the best subject and grade level match for that individual.
